教育プログラム

学生セミナー:ASKO=DESK=EAO European Fall Academy

毎年秋にドイツで開催される学生セミナーで、総合文化研究科の欧州研究プログラム(ESP)をはじめとして、東京大学大学院の修士課程に所属する学生が主たる対象です。日本からドイツ・フランクフルト空港までの航空運賃とEFA参加費(2007年度は1350ユーロ:2人部屋での宿泊、3食、ドイツ国内での移動費を含む)は参加者の負担となります。この自己負担分の一部に対してセンターの助成金を充てることも可能です。

“History and Future of European Constitutionalization Process”

ドイツ・ヨーロッパ研究センターでは、2007年9月にASKOヨーロッパ財団 とともに、ヨーロッパ研修セミナー“History and Future of European Constitutionalization Process”を開催しました。セミナーでは、ヨーロッパ統合における「憲法化」をテーマに、ドイツ・ザールラント州にあるヨーロッパ・アカデミー(EAO)で、トリア大学のヨアヒム・シルト教授などヨーロッパ各国のEU研究者による講義を受講しました。また、ストラスブール、ルクセンブルクなどにある欧州諸機関を訪問しました。(使用言語:英語)

2007年9月19日から30日まで12日間、ドイツ=ヨーロッパ研究センターより助成金を受けて、ドイツ連邦共和国のザールラント州オッツェンハウゼンにあるヨーロッパ・アカデミーにて、“History and Future of European Constitutional Process”と題されるテーマで研修に参加した。

本セミナーの構成は大きく分けて、2部構成となっており、講義部分と、それを生かしたシミュレーション部分とで構成されていた。講義では、ドイツの様々な大学から多くの著名な先生方が来られ、ヨーロッパ研究の最新の研究動向を基に、理論研究から地域研究まで幅広い講義を受講することができた。この講義では、最新の研究動向に依りながら、EU研究の理論について深く学ぶことができたと同時に、EUに関する文献収集やデータ収集の方法を学ぶ授業も用意されており、セミナー後においても、今後ヨーロッパを研究する上で重要な事柄を多く学ぶことのできた重要な講義であった。そして、シミュレーションでは、参加者がそれぞれEU加盟国の代表として、講義で学んだ知識や理論を基に、EU憲法条約の制定を巡って実際に模擬交渉を行うことを通して、より理解を深めた。このシミュレーションにおいて、研究のみならず実務を疑似体験することによって、EUのダイナミズムを体感することができた。

本セミナーは、こうした授業が中心としつつも、それにとどまらず、欧州司法裁判所や欧州人権裁判所などの見学をはじめとするEUの機関への見学や、ドイツを中心にヨーロッパ史を自身の足で見て歩くというようなプログラムなども用意されており、ヨーロッパ全体を見渡すことで歴史の中のヨーロッパを実感することができたことは有益であった。特に、一個人の見学者としては経験できない、法廷への入場や、実際に裁判官席に特別に座らせてもらえるなど、得がたい経験ができたことは非常に貴重なことであった。そして、プログラムでの食事時間やプログラム後の自由時間は、生活上のヨーロッパ文化に触れることのできた貴重な時間でもあり、プログラムの全日程を通して、ヨーロッパ研究に従事する大学院生として、一秒の無駄のない貴重な体験であった。

助成金を受けて、このようなセミナーに参加できる機会を与えられたことに感謝するとともに、本セミナーを通して学んだことを、これからの研究に大いに役立てたいと考えている。
